Why so many rules and specifications for a “simple” passport photo?

In compliance with ICAO’s (International Civil Aviation Organization), recommended practices, some 100 countries, including the United States and Canada, are issuing electronic passports or ePassports. In a world where security needs are constantly changing, countries all over the world look to ICAO for trustworthy advice. As technology evolves, ICAO's standards and document specifications will continue to influence the passport's development on a global scale. If you would like to learn more about ICAO and passports, please visit ICAO's website.

Download the pdf file of the MRTD Report here. It focuses on two subjects relating to the ICAO Biometric Blueprint: the use of the face as the primary biometric for interoperability of ePassports, and the launch of the ICAO Public Key Directory (PKD) as the main global distribution point for all signing certificates from all issuers of ePassports..

Why can't I smile in my passport photo?

The International Civil Aviation Organization recommends that passport photos be taken with a neutral expression for use with facial recognition systems - advanced technology that helps prevent fraud by electronically verifying identity based on each person's unique facial features

Henrico Photo is informed of the requirements and recommended by the Royal Netherlands Embassy in Washington DC, as a passport photographer for the Richmond area. The Dutch passport photos are confirm the Dutch photomatrix 2007 specification.

Dutch passport photos are scanned into a computer system at the Embassy, and later in the Netherlands, embedded on a chip inside the passport. Since the Dutch passport photos are to be made following strict rules, it is possible that the Embassy may reject the photo. In the small event that this may happen, I will re-take the passport photos free of charge. Please be advised that American passport photos will not be accepted at the Dutch Embassy.

Disclaimer as posted on the website of the Dutch Embassy:

Passport photos taken by photographers, who are informed of our requirements according to the Photo Matrix Model, are not automatically accepted at the Embassy or at the Consulates of the Netherlands in the U.S.A. or at the passport issuing office in the Netherlands. A final check will be carried out before the document is being produced.
